Overview
The greatest challenge facing international top research communities, not limited to the field of information and communication, is sustainability. In this project, we aim to establish a multi-layered structure of top researchers by using collaboration with the University of Oulu in Finland, a leader in next-generation cyber infrastructure research, as the "core." This collaboration will connect the networks of both parties, expanding horizontally (across the globe), while simultaneously involving younger generations of researchers from both institutions, including future generations, to expand vertically. By weaving these horizontal and vertical threads, we aim to create a dynamic and multi-tiered hierarchy of top researchers. Additionally, both universities already engage in industry-academia partnerships with top local industries, and this project seeks to connect these partnerships internationally between allied countries, creating a mechanism for passing down knowledge across generations.

Strategy for Forming the Top Researcher Circle
Although there have been individual collaborations with universities and companies, and common acquaintances with the University of Oulu, there is currently no unified system for collaboration. Therefore, we will establish a "Top Researcher Circle for the Democratization of Information and Communication" to integrate these relationships. To promote horizontal expansion, we will implement a "Triangular Collaboration" strategy, connecting the University of Oulu, the University of Tokyo, and new collaboration partners in a triangular network. By expanding across generations as well, we aim to ultimately form a sustainable research community.
Education Strategy for Young Researchers Based on the Collaboration Agreement Between Both Universities
At the University of Tokyo, it is encouraged to utilize Global Fellows to promote lectures, linking university education on the basic theory and social implementation of wireless and wired communication to this project. The University of Tokyo’s School of Metaverse Engineering has already offered two consecutive years of lectures by Professor Matti Latva-aho, a Global Fellow.
